Lucerne Grand is a mixed development of 570 homes at 30, 32, 34, 36 and 38 Lakeside Drive in District 22, with Lucerne Galleria at first storey and five blocks of 17 storeys above it. The legal developer of record is two companies rather than one: CDL Polaris Properties Pte. Ltd., UEN 202404265H, and CDL Polaris Commercial Pte. Ltd., UEN 202523116E, both registered at 9 Raffles Place, #12-01 Republic Plaza, Singapore 048619, and both wholly owned by City Developments Limited. The two are joint holders of Housing Developers Licence C1549, issued on 1 April 2026, which covers 570 units of flat and apartment with commercial, including the sale of the commercial units in a mixed development.
Two licensed vehicles on one licence is not a joint venture. It is a single group splitting the residential and commercial halves of one mixed development between two of its own companies, which is why both names appear together on the licence, on the project account and on the particulars table. There is no outside partner in the ownership of this site.
The site is held on a 99 year leasehold commencing 8 September 2025, across 13,485.1 sqm at a plot ratio of 3.7. It came from the Government Land Sales programme: the Lakeside Drive parcel was launched for tender on 8 April 2025, the tender closed on 3 June 2025, and it was awarded to City Developments Limited on 9 June 2025 at $608,000,000 against six competing bids. Expected Vacant Possession is 7 December 2031 and Expected Legal Completion is 7 December 2034.
The consultants appointed to the development are ADDP Architects LLP as project architect, Tinderbox Pte. Ltd. as landscape consultant, United Tec Construction Pte. Ltd. as main contractor, TW-Asia Consultants Pte. Ltd. as civil and structural engineer, Rankine and Hill (Singapore) Pte. Ltd. as mechanical and electrical engineer, WT Partnership (S) Pte. Recent awards. At the 2025 Building and Construction Authority Awards, CDL was the only developer conferred the Quality Excellence Award, taking it for a thirteenth consecutive year. The 2024 Awards gave it the Company of the Year Award alongside the Quality Excellence Award. It took a BCI Asia Top 10 Developers Award for Singapore in 2024, and Corporate Knights placed it 39th on the 2025 Global 100 Most Sustainable Corporations in the World.
Construction quality. CDL’s firm level CONQUAS standing on the BCA Quality Housing Portal reads Band 1 as at the portal’s 1 September 2026 update. Three things belong with that figure. It is a firm level track record, not a score for any single development. It is computed over a rolling six year window of completed projects. And a development still under construction carries no band of its own, so Lucerne Grand will only have a CONQUAS result once it is built and assessed.
What that record means for this development. Lucerne Grand is certified BCA Green Mark Platinum at the Super Low Energy standard, energy rating SLE60, under certificate GM6537/3/2026. Low volatile organic compound finishes run through all residential units and common areas rather than being specified for selected unit types. The certification sits at the top of the same scheme CDL has been building to across its own portfolio, which is the practical reason its green building record matters to a buyer here rather than only to the Group.
